Difficult 2 year old!

Does anyone else’s toddler get sooo clingy in any public place?! Mine will just not let me put him down, he doesn’t want to join the other children if they’re playing etc, he just wants to cling onto me! Won’t even go to grandparents despite knowing them and seeing them daily! Really struggling with this and constant tantrums , the little of things can set him off He’s also become so stubborn to change his nappy/ refusing to sit on the potty!!
