We did commando for a couple of weeks, then trousers without pants, and then pants with trousers. Seemed to work for us as when we went straight to pants he thought he had a nappy back on I think so that in between stage of trousers not being too tight around him worked. As for communication, how about a board with pictures on of the toilet or flash cards to point/show people x
I did 3 days commando and straight to pants once they were ready. You could maybe teach him to sign a command for potty if you think that would be easier?
Sorry if I'm being a bit dense but hes my first, he is due back in nursery on Tuesday so obviously commando at home doesn't work going to nursery but then it'll be 3 days of no accidents at home if were successful today and tomorrow, would I try pants and no underwear at home tomorrow to see if he can figure out a way to tell me he needs to go? Or do I stick with commando tomorrow and then put pants on for nursery and hope for the best x
Yeah when I say commando I just mean no underwear, so after the first day or two with nothing on the bottom at home we sent her to nursery with trousers but no underwear on for 4 weeks. I would try trousers at home tomorrow yes.

We kept my lo commando for about 4 weeks then just started putting knickers on but it wasn't a big deal she was fine. Could you teach him to sign toilet or something as a way to tell them he needs to go? Fwiw my lo has been potty training 4 months and hasn't had accidents at home much since the start but every day is a gamble with how many accidents she will have had at nursery! Best she has managed is 2 days in a row no accidents. Worst day was 7 outfits to wash! Usually 2-3. Some might be from playing outside though.
