I found it was that milk sometimes dribbled back there. Or soap collected that wasn’t totally rinsed. Oil and or careful washing cleared it up.
@Jaimmie I thought it might be that but it looks bit red and sore too but I don’t know if that’s from her scratching it. I’m even cut where it attaches to her head a bit ☹️
it could be cradle cap, are you cleaning and moisturising behind her ears? after a bath, dry the area thoroughly and moisturise with coconut oil

It’s probably cradle cap. If you put some oil on it (like coconut oil), let it sit for a bit then use a comb you can get it to flake off. Both my kids got this as babies But the pulling at the ears could be teething and totally unrelated. I don’t remember this causing my kids to itch but maybe it did
