tubal ligation Doctor

Hi I am trying to help my friend find a doctor tht will be willing to do a tube ligation on her she will be turning 21 in January and she has two kids under 3 and she has had 3 pregnancies in total her second she had a miscarriage and she always has pregnancy complications and her health gets bad when shes pregnant she is done having baby’s and just wants to get the operation but doctors won’t operate on her they told her she has to have another kid and they are aware of her complications and health issues any recommendations?
