It might be the case for some, but my guess is for most who are bad listeners or talk over others probably went through life without anyone confronting them on it or even wrongfully praising them for being "confident" or "outspoken".
I think sometimes it's the opposite, those who know how it feels to not be listened to often make the most effort to be the one making eye contact and listening to who is talking.
