If they can hold their head up and aren't slouching a lot it should be fine.
My son just turned 4 months and I’ve been practicing the high chair for the past month. I’d say make sure the one you get has the 4 point harness. My son absolutely loves the high chair. I wanted to get him used to it before we started him on solids.
My baby sits in a baby chair that has a 5 point harness. She's only in it during dinner when I'm feeding her oatmeal. She's 5 months today.
@Cas I sit my baby on the bed leaning to a pillow and she comes forward and sits 😳😂 I’m guessing she’s ready.

She doesn't mind it. She's not in it for very long. She likes being able to see everyone.
@Lianna have you sat her in a high chair yet ?
I have not. We are moving soon so I haven't even taken her high chair out of the box.
The higher chair I have for my son it has the straps for over the shoulder that connect with the ones at the hip/leg area and goes into the clip.

@Dusti oh yes, mines the same way! I just sat her in it and she is perfectly fine in it and stable with her head up and not leaning towards the sides.

Only if they're able to sit unsupported. If they can't do normal sitting unsupported yet then they're not ready for the high chair
