I used to worry about this my daughter did this a few times its one of my biggest fears. Even when we go to swimming baths I'm paranoid afterwards even now they are older. She should be fine if she coughed straight away but I know I can't really reassure you. Honestly no one can. You can either just keep an eye on her google some symptoms to look out for or you can ease your mind and take her to get checked out.
Dry drowning happens when they swallow/inhale water. Since she was only in for a split second and didn't cough any up, and only coughed a little, she should be fine. I know you'll probably still worry, so if it would help you to keep an eye on her, then definitely do that. For reference, my son has gone to swimming classes since he was 3 months old (7.5 months now) and has gone underwater for up to 4/5 seconds since day 1. He hasn't swallowed any water.
Dry drowning isn't actually a thing btw. Usually due to underlying medical condition (like aspiration pneumonia or a heart condition). Your daughter should be fine assuming no unusual symptoms, but I'm not a doc.
Did she cough up any water ?
