Wasn't trying to assume you were...I think what I mean is that it's doubtful it's anything you are doing wrong just pretty normal sounding and every little is different.
Pretty normal for a toddler lol, you cant really compare him to your daughter. The best you can do is remain calm, let them know you are there and show them healthy responses to difficult emotions. Taking deep breaths, laying down with a blanket, etc. Obviously if he's hitting or being aggressive you need to sternly let him know that's not OK but don't get mad back. If they're like 4 or 5 acting this way there may be some behavioral issues that need to be addressed but 2...yeah sounds pretty typical!
