Sniffing is a great low intensity way to wear out a dog. Look into some enrichment toys/exercises there’s a lot that can be done at home like hiding treats around a room or in a sniff mat etc. Also on your walks make sure you let him sniff everything he wants to instead of focusing on distance. They say 10 minutes of sniffing is equivalent to like 30 minutes of exercise.

Border collies are working dogs. They need constant stimulation. Friends of ours got fake sheep for their baby girl and put them in the backyard. She would spend hours trying to herd them.
Sniff mats, lick mats, kongs, treat puzzles. Their mind needs to be stimulated as well
1. Get a Kong cone and fill the last end with peanut butter. My high energy puppy who nibbles at my baseboards at every chance he gets, is very absorbed by this for atleast 30-40 mins 2. If your pup is fully vaccinated, get another puppy / dog to run around with him. Better yet, dog parks. He would be exhausted 3. Our first, when he was a puppy would get overtired and we initially would try to exhaust him and that never worked. Once we understood that it was over tiredness , we started putting him in a playpen / crate once we started seeing those signs (example zoomies) and he would sleep within 5-10 mins. 4. Mental stimulation works a lot better in exhausting a puppy than physical activity. Try teaching him some tricks.
Getting a flirt pole is probably the best move!
