Fully dressed and ready to go? Or just able to put on garments? I think by 5 years old they are usually able to dress themselves. Maybe the pants may be twisted or the shirt needs to be adjusted. But every child is different and what’s doable for 1 may not be for the other and that’s not necessarily worrisome!

With my son I always say tags to your back and kept repeating it when he was trying to learn. When I said tags to your back i would touch his spine. Then if he was still struggling or a bit confused I would point out the tag and place it on his back so he knew where it was meant to be. I showed him the sticky tab on the back of the pull ups so he knew that was to be at the back as well. For some reason that clicked with him. I did a similar thing with his shoes and touched the side of his foot where Velcro strap should touch when closed. Things still get a bit muddled and it takes him awhile but he is learning.

Around 18 months-2 years they should be starting to be able to put limbs through holes. Around 3 or 4 they should be getting dressed with little to no support

Going by Early Learning Standards by the US Board of Early Education a child age 3 can start learning to dress themselves however this skill is more presented in 3.5-4 years. By age 5 they should be able to fully dress and Undress themselves without support.
