Yes, if you go on your local councils website, there is 15 free hours for non working parents x
From what I understand as stay at home Mums we only become eligible for the 15 hours free the term after they turn 3 which is the same point you’d be entitled to 30 hours free if you were both working. I think it’s potentially different if you receive certain benefits but we don’t so I haven’t looked into it that far x
From what me and my partner could work out, no. You have to have a job to get free childcare, but most of us can’t get a job because we don’t have free childcare.. so I’m not sure what they expect us to do!!
