Leak in Council Flat

This is not related to being a mum at all but I moved out of my family home almost a year ago and this is my first place. I live in a ground floor flat and the flat above me is having some sort of leak or whatever and it’s coming through to my flat. It’s 3am but what the heck do I do in this scenario? I only noticed it getting up to go for a wee. I have no one to ask or speak to, will the council sort my flat as well as the leak upstairs or is it my problem to fix?
