4 year old vagina itching

So it’s been a few months actually that I’ve noticed my daughter itching at her private area and when I ask her about it she tells me it’s itchy. It’s not all the time but it’s often enough. When we went for her check up I mentioned it and the doctor said just to put aquaphor on it we thought it was maybe some diaper rash since she still wears a diaper at night. But this weekend she has told me it’s the inside and points to her clitoris saying that’s what’s itching. I plan to call the doctor again tomorrow jusy was hoping to see if anyone else has dealt with something like this and has advice. I feel so bad for her. She’s very independent and likes to wipe herself so I feel like maybe this is a hygiene thing.
