Parcel Pocketer

We have a parcel thief at my MIL’s. We know who the culprit is as he’s been causing issues for months now. He’s been jumping down from his flat window to the garden to scare my MIL who has heart problems. She’s been to hospital three times because of him. Police seem to do nothing. She bought some Xmas gifts for my baby and her daughter and they’ve been delivered but we haven’t got them. Not really sure what to do without proof. He’s a threatening man and we’ve been told to stay away from him. He’s also a drug dealer and gets away with that too by the police and housing people.
