I don't recommend a convertible for a newborn... Newborns are too floppy and small for those much larger and flatter seats, in my opinion. I highly recommend getting a bucket seat for under one, then switch to a convertible seat after they age out of the bucket seat
Since you live downtown I imagine you'll walk or use public transport a lot. Focus on the stroller that has everything you want. You will use the stroller for years but use an infant bucket seat for typically a year or less. The angle of the infant bucket car seat is only regulated in the car so the click into stroller option should be used for short trips. A bassinet attachment for a stroller is your best option for sure! A bassinet is much safer for a younger baby to be in for a longer period of time than the car seat. As for car seats if you want a light weight and less expensive option you could look at the Cosco Serena next which would last baby between 2 and 3 years. It's a convertible car seat so it won't click into the stroller but is much cheaper, lighter, and longer lasting than a bucket seat. You could choose to go with a bucket seat and I believe all of them now install in cars without a base. I would personally save the money on the bucket seat and spend it on a more robust stroller.
You could also join the Canadian Car Seat Safety group on Facebook for suggestions. This group has car seat safety techs who are great at making suggestions for specific situations
The nuna pipa is approved in Canada for use without the base
I got evenflo victory which was $300 for seat and stroller. I guess if you got a set like that then when you get where you're going they'd fit together. But I've heard this carseats only good for a year then the baby is too big.
I’ve got Evenflo car seat with base and I’m looking to sell it at very reasonable price $80. It’s in warranty. Let me know if you want pics. I’m moving counting in a week so have to sell everything fast.

Also downtown with a 21 month old now and a a second baby due soon. We got the Peg Perego Ypsi/Nido travel system and it worked really good for us. The stroller converts to a double if needed. We’ve used the car seat in Ubers/taxis. The stroller folds easily to put in the trunk. The value paid off for us because my daughter used the infant seat until she grew out of it around 19 months or so. Peg Perego is known for having higher maximum weight capacities for their gear compared to other brands.
