Car seat / stroller options for #4

So right now, my twins are turning 2 and I usually push them in their double stroller unless there’s a lot of walking for my 3 year old… in that case I will use our wonderfold wagon that seats 4. With that being said, our new baby will not be able to fit with the 3 of them in a car seat in the wagon until she can sit up on her own so my plan is to mostly use a carrier for her til then. Here’s where opinions are needed in the case I do need a stroller for her😬 I really really want the Graco 4 in one car seat so it can grow with her. But I also am interested in the evenflo shyft car seat that turns into a stroller. I’m really short so height doesn’t matter to me. But the fact it doesn’t convert is stopping me but also don’t know if I’d want to buy a whole stroller I’d hardly use to justify getting the Graco car seat. Someone help me make this less complicated cause my husband is just like do whatever 🙄😂
