Refusing to sit in pram

My son has only just started to sit in the pram. He still won’t for more than 30ish mins. I w tried everything, what helps most is: Snacks Talking and engaging with him Making sure we point out fun things “oh look a bus is coming” Make sure they aren’t tired or hungry as it makes it harder x
Is he still facing you or facing out?
We had this issue around 9 months old but taking her out of the pram showing her around seemed to work for a little while. I found she was always wanting to look out more, so for her belt now I don't tie it across her arms as she absolutely hates that and will refuse to sit in the pram so I tie it around her waist and she has the bar on the front of the pram and is tucked into a foot muff. Just got to be careful when navigating.
Can you get some kind of toy to attach to the pram. Like a steering wheel toy?
