Be patient, let them pick out their own underwear, make it fun, let them sit until they are ready to stand and pee (it'll save you and him lots of tears). When I felt he was understanding it better, we went straight into underwear and ditched the pull-ups. I set a timer for 40-45 minutes and had him try. He had a few accidents, but with the underwear, he could feel wet, and it helped him to learn when to go. Be very, very patient when going to underwear. Accidents will happen, and it's okay.
My son is 16months old and we are just casually introducing. He will poop on the potty every time but we are just playing by ear with pee because he doesn't know when he has to go I don't think. So I set him onbthe potty when he wakes up in the morning, about 15 mins after he drinks and then after each meal and before bed. He's told us 3x when he wanted to sit and he went 2x out of the 3. We aren't pushing it though. If he doesn't want to sit then we don't
My sons 18mo and we try and take him with us to the bathroom every time we go and let him sit on the potty so far seems to help but he's jot at the point where he knows when he's abiut to need to go. For his gar I think we are doing pretty good.

What finally worked for us was setting a timer for every 30 minutes to go sit on the toilet for 1 minute and if he went great- positive reinforcement, and if not ok no problem back to playing but I think it kept the idea fresh in his mind so he would finally start telling us when he had to go too

Look/teach readiness signs like pull up down his pants. Able to communicate he needs to go and able to tell when dry and wet You can sit after every meal or what we did was when he wakes up after he drinks something and before bed. We read books and some YouTube video “how to teach a dinosaur to go potty” they also have the book We did once diaper is off no going back
My Lo is nonverbal still but have taught him ASL since birth he learned the sign potty maybe you can try that? It has definitely been successful
