Are these little teeth coming in?

I believe every babies gums looks like this. Their teeth sit in there like that

You will normally see a little hole/opening from which the teeth will come through at the bottom of their gums for top teeth/top for bottom teeth when the teeth start actually coming in

Yes ma’am. My sons came in QUICK once the white appeared. I highly recommend freezing grapes and popping a few in a teether. My absolute saving grace lol.
