My son hates water in his face lool so I feel you I do a few things: 1. small jug of water (shower head)- if you can get them to layback and let you support them it’s really easy barely goes in their face Or If you have a toy you can stick to the wall or distract them to look up at you so their head is tilted back as you pour the water from jug on hair 2. Lightly soaked sponge or cloth Soaking the sponge and squeezing the water out again if u can tilt their head back its a bit easier if not squeeze majority of water out as you reach closer to the front of head (like damp clothe so it’s more like wiping the soap off) it’s a longer process than the 1st option 3. If your little one is capable or if you can do with other hand a small towel to hold to cover face/hold against forehead and lean them forward or you can roll a small towel cloth up and press it on forehead and tilt head back and use whatever means to wash their hair. the towel soaks up the water from going in the face
Use a cloth to wipe the suds off
Also if water does go in their face I agree with @Julie-Grace wipe quickly it helps save tears and reassure them. As well as familiarizing them with lightly splashing water, pouring the jug themselves or letting them feel the texture of the running shower head helps my son likes the feel of the shower head running on his feet and hands trying to catch the water and slowly moving it up to his torso back shoulders then eventually we reach his head lol and he likes pouring the jug and playing pretend like tea time 😂 so he is more comfortable with it but maybe not best methods but it’s how I somehow manage.
Mine likes to splash and he has long hair as well I just tilt his head back gently and use a small pitcher and my hand to cover his eyes it works somehow he doesn't cry or fuss.

At swimming we learnt the phrase ‘baby name, are you ready, go’ before putting water on their face or taking them underwater. We started with just having a bit of water on our hand and wiping their face and it’s amazing how quickly they associated that phrase with the fact water is coming so they hold their breath and close their eyes. I use this phrase in the bath too and I can pour a whole jug of water over her head and she doesn’t even flinch just closes her eyes. So maybe try an association phrase and build up little by little the amount of water and hopefully he should get used to it to the point you can wash his hair
I’d say just do it little by little and wipe the eyes and mouth right away, let them catch their breath and do it again. I read that it’s good for babies to have water in their faces like that for if/when for swimming lessons 🤷🏻♀️ it was way easier when my son wasn’t moving around and he’d just lay there lol but since he’s almost 2, he’s used to all the water in his face. Also, we try and tell him to look up, that seems to work for us too.
