You can get busy boards or busy books that help with that sort of thing.

Sensory play like dry pasta and some empty containers to transfer, threading spaghetti through a sieve. Squirting water through a spray bottle. Lots of play that involves that skill will encourage her to practise!

Wrap toys in tin foil and have her discover them and unwrap

Depends how old she is. Busy boards, touchy feely books, laces, encouraging crawling because even though that is gross motor there is evidence that babies who don’t crawl until later have low fine motor skill when it comes to writing at school.
