If your infant carrier doesn’t come with one I wouldn’t use one as it’s designed as is. This padded insert runs the risk of the straps not fitting correctly, like wearing a coat in the car seat affecting the fit.
Second what Sarah said, your infant carrier should come with the required head support. You’re not meant to add anything else in.
You’re not supposed to add anything to a car seat that didn’t already come with it. So I wouldn’t.

You shouldn’t be adding anything to a baby car seat or infant carrier. I’d be inclined to buy a new seat that’s suitable and safe for a newborn.
I bought one for my babies as my infant car seat didn’t come with any head support or padding and their heads were basically laying on hard plastic and living in a bumpy area with two very very small babies I felt they needed something for their heads. I talked to my pediatrician and he told me it was fine due to the area I lived and it wasn’t suffocating them.
Search for a newborn insert from the same manufacturer as your seat and it should be strictly for that model. If it doesn't exist, the seat is not intended for newborns.
I got one because my babies head would jerk when driving over stuff and just in general. If we have to support the neck and head when holding same for the car. My doctor and OB said the insert for the head is fine

Does your car seat/infant carrier not come with head support? Anything you have to buy to add to a seat has not been approved or tested with that car seat. You are only supposed to use what you receive with the car seat from the manufacturer. Nothing additional.
