It’s not a designated baby area but Fratello cafe is nice and small and for 7 and under. They only have a small number of tables so it’s never going to be absolutely packed. They have a little baby toy area too. The toddler area at kidspace Croydon is for under 5s and has a lot going on! There’s a designated little baby area at Dobbies, the main part isn’t huge either so doubt there’d be big kids in there especially through the week. though they are quite understaffed and I’m not convinced it ever gets cleaned, been twice and got an illness both times. Best baby / toddler area I’ve been to is godstone farm but a bit further and expensive if not going for the whole day! I’d definitely say go on weekdays if you can when the big kids are at school.
I've gone to a soft play in Mitcham. It's part of Canons gym. It was recently built at the end of March and has such a cute area for under 2s
Not technically just a soft play but godstone farm has a massive soft play with a separate baby and then separate toddler area it’s obviously more expensive than just a soft play but such a nice day out

Clubhouse caterham is good they have a separate room for younger babies too. Loads of roleplay toys and the soft play and they have classes there like the one I do messy play. Crystal palace better has a soft play that's very cheap And oxygen also does a membership where you can bounce and use the soft play it's unlimited and there is toddler sessions everyday.
I take my son to a softplay in Sutton town centre, has a under 2's corner which is nicely 👌 enclosed
