I think a big part of the cream is also to thicken the sauce. You can substitute it with milk and cornstarch for that purpose. You'd have to look online to find the right ratios.
I haven’t with that particular recipe but I do make substitutions all the time for heavy cream and I usually use milk and just less or I will add cornstarch depending on how I want it to be
