My son is exactly the same, he is now 2 turning 3 in April and speech still hasn’t formed full sentences and he can’t really hold a conversation. I believe it’s echolalia where they repeat words with no context or meaning behind it (my son)
Depends. Our speech therapist says when they start using different sounds and vowels, it’s a progression sign. But I’ve also heard of Apraxia mentioned above. Nonverbal can eventually talk with tight interventions and help and sometimes they don’t. Just depends on the kid
Research gestalt language processors and check out videos of children that are (tiktok has plenty), may apply to your little one. My son is a GLP and speaks/learns language in chunks, usually just phrases from shows etc still a long way to go but may help to use suggested methods for these types of learners x

Imitation is always a good sign, I believe. My son started copying similar sounds when he was about 19 months and then he started labelling things, mostly letters. At around 25 months he would try to say all the alphabet but clearly says E, F, H, and others. He puts them in the perfect order too. He would also say words approximations for numbers (matching the correct ones). So his words have a meaning for him. He is really trying with colors too. His therapists think he has improved a lot.
So yes, research Gestalt, like others have suggested. I think that is the reason my son learned everything that had an order (letters, numbers, colors in the order of the rainbow). Ms Rachel and Khan Academy Kids have helped a lot!
Looks like a good sign! My son is almost 3 and still non verbal, I’m hoping that will change someday :)
