Huggies pure wipes

I thought I was going crazy as I found some wipes so dry and easily torn and others practically like water wipes but cheaper. But after opening a new pack during a change I notice the wipes look different. The ones with the bears were so dry and the plain ones were perfect. Even the packaging is slightly different. Does any one know why? And if so is there a way to only buy the plain ones. I buy from Tesco and Amazon but surely the wipes wouldn’t be different as it’s the same brand?
