9-12 months is when "stranger danger" kicks in and lasts until they're like 2 or so. It's completely normal
My son (10m) does this too, anyone he isn’t familiar with he immediately cries. It could be strangers or family members he hasn’t met yet , I just show him that they aren’t much of a threat. talk to the other person and eventually he’ll ease up. They’re just used to the faces they remember

Do you talk to the stranger as well? I know it sounds weird but my baby has a thing about men(like her grandpas) in glasses and hats. So our pediatrician said to ease baby by making it known this person is not a threat, talking with them, telling baby it’s okay etc etc.
