No fluoride. The government is going to ban it in the water soon. It causes developmental issues. You can try David's. We use it. Works well. No cavities here.

Recently purchased Happy Tooth. It's fluoride-free and contains hydroxyapatite, a natural mineral that makes up tooth enamel and is an effective alternative to fluoride. Studies show hydroxyapatite helps in preventing cavities and strengthening enamel but safer than fluoride since babies cannot spit out toothpaste when brushing and just swallow it, lessening toxicity to fluoride in babies.

I use orajel and love it! No bad chemicals and no fluoride. You want to stay away from fluoride when they are super young since they are swallowing it most of the time. I hope that helps:)
