Struggling

My LO has started throwing tantrums and sulking when she can’t have something. She refuses to get in the car seat refuses to get out the bath refuses to change her nappy basically wants to refuse anything I need her to do. I’m just getting tired. Is it just a phase they are going through or is this just the start of it. When I try and make her dinner she is crying pulling on my leg to be picked up.
