Hey does anybody know if you can take toddlers in a taxi/uber without a car seat?

Legally yes. But I wouldn't unless an absolute emergency as if the taxi crashes, then there's zero protection.

My 3yo sits on the seat with a belt on but the strap that goes across his chest I stick behind him then give him my phone to keep him still x
@Emily I do the same, but l put that belt under her armpit.
