Toddlers growth and eating issues

My boy who is now 19 months has always had issues feeding, had a tongue tie snip early on but always slow to drink, and had bad reflux. He stopped drinking formula at 10 months old. He was eating ok at first but hasn’t really got the hang of chewing. I thought this would get better as he grew and got more teeth but his teeth are coming through very slowly and he’s only got 2 top molars and the front 4 top and bottom. He sucks on food like bread and prefers smaller food. But he can chew. He just doesn’t do it often. Or he chews, crams things in his mouth then spits them out. He is pretty small and not gaining weight much. But he isn’t dropping percentile much on the growth chart based in where he was when he was born. But he is right near the bottom. He is a happy boy, very energetic and doesn’t seem like there is much wrong. But at the moment he’s not eating much at all. I think it’s teething. He also has reflux still sometimes, which I know is unusual but I know it’s not him just being sick. Has anyone had any similar issues and what do you think I should do for next steps? I’ve spoken to the health visitors on and off about it but just been given advice. Should I go back to them or go to a doctors to see if he needs a referral for something?

Would go to the GP to be honest. 19 months and struggling with eating doesn't sound particularly normal at least to me? Ours had bad reflux too. And colic at the start. We discovered the whole time cows milk had been the problem 🤦‍♀️ Might be allergies or something's else up. Would say definitely get them checked out x
