SEND register?

Hi, My child is 2 years and 2 months old and he has been going to the nursery since he was 1. Over the last few months, staff informed me that my son has not been participating in circle time and leaving the table in the middle of the activity. In his 2 year report review, they have noticed some delays in his ranges and advice that it would be beneficial for him to be on the SEND register so he will have additional support. He is also bilingual. I wanted to find out if there are any parents with kids that have the same issue?
