My baby is 4 months and the exact same. I just accept this is the way he is and he likes me to hold him on a yoga ball and bounce that's what comforts him. It's hard as you can have expectations for a baby and when it's not what you imaged it's tough sometimes.
On a brighter note I read when it comes to high needs babies some of them are overestimated by holding but they get used to it over time so just find what works for you now and go with the flow!
My toddler has been like this since he was really little and I was recently told to try occupational therapy for possible sensory processing disorder which I never thought about-might be worth looking into!
