IUGR and constant reduced movements

When did they decide to get baby out with reduced movements constantly and interuterine growth restrictions?

I was 35+2 when I had an emergency scan for reduced movements, I also had gestational diabetes though which makes them offer scans more often. They found little amniotic fluid and baby went from perfect growth to being stunted (she was measuring at 32 weeks when it was 35 weeks), they kept me in that day and I was induced the next morning x
