1 year health visitor reviews

Has anyone had their babies 1 year reviews from the health visitor yet alongside the questionnaire stated in the little red book? I've not seen my HV since my little one was 6months old, and I've just been told he won't be seen until he's 27months old... surely this can't be right? Not sure where to reach out to/complain to for this information but wanted to see if anyone locally was in the same boat.
