Lip tie?
I noticed this in my son. He’s almost 11 months old. Doctors checked on him when he was a baby and said he didn’t have lip tie, but I’ve seen this.
He never had any problems breastfeeding eating or drinking

Tbh dentist might leave it. My boy has one and I also have a lip tie which in adulthood hasn’t affected me. I have a slight tooth gap but not noticeable
It's a frenulum. Pretty much everyone has one.

Yes I think it could be! Have you taken him to his first dentist visit yet? They can help. The same thing happened with my toddler. She had no diagnosis at birth but the dentist just diagnosed her with lip tie a couple weeks ago and said she needs surgery for it
