At 11 months your baby is perfectly capable of dealing with solid foods. I actually think those biscotti things are one of the worst things cos they’re really dry. My baby had a bit of a choking episode with one of those and he’s really good with solid food. Babies really aren’t stupid and if they can’t deal with something they do spit it out. My baby does this all the time. I know it’s really scary, but unless your baby practices, they won’t be able to deal with solid food. At some point they will need to eat solids. Maybe start with things like egg, pieces of omelette or scrambled, banana pancakes are good as they’re very soft, roasted sweet potato is another good one, once you’re comfortable with foods like that then maybe introduce other things but I promise you, your baby can deal with solid food.
Sorry I should have added that I do feed him, scrambled eggs, beans spaghetti hoops mash, ect…. he will have sausage chopped up, turkey, he has pancakes. I just don’t know how to move on to the dryer foods or food that aren’t so moist? Like a chicken nugget or toast. Or a sandwhich?

You're doing all the right things from what you're saying! I think you just need to have a bit more faith in yourself! There really isn't much difference between a pancake and a wee sandwich - why don't you try a cream cheese sandwich or something? Also, with toast ot sounds like it's hard and tough but once you've piled on the butter it really isn't 🤣 it's pretty floppy at that point anyway and way less sturdy than pancake that's for sure!!
But I worry that bread goes very cloggy and sticky. Everytimes I’ve given him toast he has had trouble!

I second what @Grace has said about toast. This was actually one of the first finger foods my little boy successfully ate because he just sucked it until it was all soggy and falling apart and was then able to nibble little bits off. He still eats toast better than some of the other 'softer' finger foods like avocado or omelette. It sounds like you've already started progressing to different textures with things like beans and spaghetti hoops so I think you just need to trust yourself and your baby to keep trying different things, you'll get there! Think of toast as one step on from pancakes and pasta (penne or rigatoni) as one step on from spaghetti hoops!
Also I found the "best of both" bread doesn't go as claggy as white bread x

I think it’s a bit of a middle ground, going at your own pace and what he’s comfortable with is great, but you do eventually have to move out of that comfort zone even slightly, or you will hold him back- he needs the exposure in order to learn how to eat different foods and textures safely, and to avoid any sensory difficulties later etc. Try to see it like learning to walk. We know if we always hold their hands that they won’t learn to do it alone, but we don’t let go of them entirely from day 1. We accept there will be bumps and falls as part of learning, but we try and manage some of the risk. Food is the same- always give him puree and he won’t learn to eat solids on his own, but you don’t have to jump straight in with challenging foods if it scares you. There will be gagging, moments that are uncomfortable and potentially choking, but you manage the risks by serving foods in the correct shape and size, and by knowing what to do in an emergency.
