You sound like you were doing exactly the right things and that mum is the one with the problem.
Unpopular opinion maybe but I don't think I'd let my 1 year old go up and touch another younger baby if I didn't know them or mum, 1 because of germs (he's literally full of them) 2- you don't know if that child has any health issues 3- it literally takes seconds for a touch to turn into a smack or a grab I wouldn't be happy if a 2/3 year old came up touching my son and getting in his face, he probably wouldn't be either. I would have distracted him with something else, especially after the first time she moved her away like that was a gentle please don't do that. I probably wouldn't have come out with that comment but maybe she was just abit shocked you kept letting him go to her when she moved her. Not saying you're in the wrong we all Parent differently and my oldest was a touchy child always interested in other children and felt I was always moving him out of babies ways at play groups... but he was quite tactile. My second isn't really bothered with other children.

I wouldnāt worry x x
