Would you make your child earn/work for tv time

I don’t wanna cut out tv completely from my almost 4 yr old but I do wanna make him earn it . I want him to clean his room first or practice his reading and writing before he can get the tablet or watch tv, do you think that’s ok to do? He’s 3 almost 4
