Hitting and behavior

I can’t seem to understand if my toddler is within the normal or abnormal range with his behavior….. I’m starting to worry. Should I bring it up with his dr ? He hits and throws like crazy. I’ve already gotten a corneal abrasion twice and almost broke my nose from him throwing hard objects. Lol. He hits his brother non stop all day long I can never leave them alone. He’s jumping on top of him slapping him scratching him. He even tries to dig his nails into his brothers eyes. It’s so weird idk why he’s so aggressive. We’ve tried diff disciplining approaches and nothing seems to be working. His tantrums are so bad he literally screams so loud you can see his neck veins pop out. He doesn’t listen to anybody. He’ll apologize after some time and then two secs later acting the same way. I’m so exhausted at the end of the day and losing my patience. What do I do 😭
