Depending on when you are going in November Crown Center (right across the street from where you mentioned) will have a Santa’s gingerbread exhibit for kids to play at for free. Wonderscope is in south KC but it’s a perfect place for a 4 year old! The zoo is also awesome as not many people go in November!
There is a few indoor playgrounds! One in Bonner Springs called rough and bumble kc.
