With kids that young, I would see if MIL could come so you could still get a break and still see the kids. That’s just me though. My husband and I just came from St. Marteen last week, took a ferry and also visited Anguilla. St. Barthelemy (St. Barts) and Saba are also close boat rides. We had a great time! My mom just came from Aruba, she loved it. Aruba is also outside of the hurricane belt.
I’m going on holiday without baby who will be 6 months in December for 8 days, I’m so scared to leave her but I know she’ll be better off staying at home:) it’s a driving holiday 40 ish hours total and I can imagine she wouldn’t like it at all. So honestly if your okay with it then enjoy some time with just your partner 😊
Are you breastfeeding currently? I think that would affect my decision! If you bring them, I'd go someplace not super far from home. If you go without them, I'd do an all inclusive resort!

I’d say depends on what you’re looking for from this time away. With kids it’s more like a trip/adventure rather than vacation. But it’s fun either way. Europe has a lot of nice vacation spots. If you’re looking for something cheaper and closer, maybe one of the Caribbean islands would be a good destination. There are so many to choose from.
