My toddler stares at people or kids interacting but doesn't always interact back. Anyone know if this is normal?

Mine does this and it is so awkward 🤣
Mine does this too. Then sometimes he's feeling confident and will try to interact then gets miffed he gets the same treatment 🤣
😂😂😂😂 I have the nosiest child ever. Just stands and stares at older kids in the park..then runs up to them and talks gibberish. I think it’s quite normal for inquisitive toddlers x
Yes, it’s completely normal, they’re very interested in other children but they’re not really of an age to interact much yet
