Walks and playgrounds are my little one's favorite! Although at 10 months we spent a lot of time playing on a blanket in the backyard. Taking the walker outside was a real win too. Is your baby walking or crawling yet?
being outside in nature is extremely beneficial for them, sitting and feeling the grass or rocks, this seems to keep my little one from entertained. or going for walks also!! my baby loves being outside any time

Turn on the water hose and just let him play. Indoor playground has saved us a few times. Sit at a restaurant order a snack for the two of you, mine loves to watch the people and looks at all the tvs. Libraries usually have a small kids section with toys. Go to a second hand kids store. Their toy section is always changing. Let your little one play with a bunch of new toys for 30 mins then you can leave without spending any money Parks are probably the best, they can watch other kids play which my lo absolutely loves
Not sure what they have in your area but when my son was little we moved to a new city and I also didn’t know anyone or have people we could meet up with so I looked for story times like at the library and found some art classes and things we could attend. He loved it and we started to meet people that way.
