It depends on your seat, the one I have it has to be against the seat of the car, best to check the manual

There are exceptions but most infant carriers require the handle to be upright as it acts as a rebound bar in a crash. This video shows what happens if it is pushed back down. We have the same one, and I've just realised yesterday reading the manual that it's supposed to be in the carry position!
