My daughter wasn't quite big enough or strong enough for a regular balance bike. We went for a yvelo flippa that's a trike but turns into a bike. That's worked great for us.
The Ridgeback Scoots are great balance bikes and the Frog brand are great for balance/pedal bikes as they are very light. We’ve also had a cube and there’s a brand called Isla but haven’t got experience. These aren’t cheap but easy to pick up 2nd hand. A light frame makes a huge difference when learning to ride x
My son has a frog bike. He loves it. Very light and also has brakes so they get used to that. We got ours off eBay but I believe there is a FB page for buying/selling them x
