Yes and no. You could be stuck at that stage for another 2 weeks (happened to me with my first) he came at 38w5d and when i got to the hospital in active labor I was 2 centimeters for HOURS. Lol. I wouldn't worry too much.
Yes and no. With first babies especially you can walk around for weeks effaced and dilated a few cm before labor does actually arrive or you can be closed and not effaced and have labor start. Even in pregnancy after your first this can happen but not as likely.

@Nathalie Lmfao this is my 3rd boy. Every one keeps telling me I need a girl but I never felt like I was meant to be a girl mom so ive made peace with it, plus this isn't a lottery I wanna play again! 🤣 everyone who has asked or mentioned it to me is shocked that I say I don't need a girl.

My understanding you efface completely then start dilating, can be 1-2cm for weeks before active labor. I would talk to your doctor to clarify though
