3 year old

I need help my 3 year old boy is out of control, nobody wants to watch him cause hes so bad, when we try to leave he will scream at the top of his lungs, he will not listen he says i hate you or i dont like you, around other people he does this fake cry, if i say no to something he has a temper tantrum. I dont know what to do, i try time outs but he wont sit and other than that idk what to do.
