Developmental? It randomly happened more often this week

So my 5 year old son won’t stop blinking excessively and a way every 30 seconds he blinks and blinks It started just last Wednesday He said it doesn’t hurt or bother but either way if Anybody has gone through this i truly appreciate any advice

Is it possible to stop? And am I hindering development if I stop her? We live in a second floor apartment, and we’ve already gotten a noise complaint about a week after we moved in. Just trying so hard to keep the peace, but every time we tell her to stop, she thinks it’s hilarious.
